Retirement and savings in Israel

Four pots, not one account. Where an Israeli salary goes.

Figures 2026 — tap for the disclaimer

2026 ceilings and rates from Kol Zchut and the expansion order. This page explains the map, not your case, and does not recommend a fund. Use an accountant (רואה חשבון) for a 401(k), IRA, PER, US status, or a cross-border rollover. The shekel figures change every year.

Where the money goes
Not “which fund did +12%”. Fill the envelopes in order, then pick a track.

The question is not “which fund returned +12% last year”. It is: fill the wrappers in the right order, then pick an investment track (מסלול) that matches the horizon. Until the training fund (קרן השתלמות) is at the ceiling, a money-market fund (קרן כספית) “to invest” is usually too early.

First Israeli job

  • A 401(k), IRA or PER is not an Israeli fund. No fund here: 6-month wait, not caught up.
  • Name an Israeli fund in writing on day one.
  • The training fund (קרן השתלמות) can start in month one if it is in the contract.
  1. 1

The pension — the largest flow

18.5% of determining pay, once it starts. Without a still-active Israeli fund, nothing for 6 months — not caught up. A 401(k), IRA or PER does not count. You do not choose whether to contribute: you choose the fund and the investment track (מסלול). Stay silent and the employer parks you in their default.

Why — This is the largest flow, until retirement. A track that is too cautious for thirty years costs more than a 0.1% fee.

  2. 2

Negotiate and fill the training fund (קרן השתלמות)

Often 2.5% / 7.5%, up to the 2026 ceiling (392.8 ₪ + 1,178.4 ₪ a month). Get it in the contract. If it is not written, it does not exist.

Why — Still one of the few Israeli wrappers where deposits and gains are tax-free at six years. The 7.5% employer slice will not appear in a provident fund (קופת גמל) you open alone.

  3. 3

A reserve in money-market fund (קרן כספית)

Three to six months of expenses, liquid. Not the current account near 0%. Not the pension.

Why — Without it, the first shock (deposit, a month without pay) empties training fund (קרן השתלמות) too early, with a possible 47% withholding.

  4. 4

    The leftover each month

Investment provident fund (קופת גמל להשקעה) (ceiling 83,641 ₪ per person, annuity possible from 60) — or, if you are a US citizen, often a foreign broker: an Israeli fund can be a PFIC. See the IBKR guide.

Why — Only here do you “invest extra”. Before that, you were filling wrappers the tax office treats better.

  5. 5

Do not empty 1 and 2 to “invest better”

Drawing training fund (קרן השתלמות) or severance (פיצויים) for a down payment, a sofa or a brokerage account destroys the wrapper. A loan against training fund (קרן השתלמות) exists, without breaking seniority.

Why — A banker who offers to “transfer” into a house product is often selling less tax benefit, not a sure higher return.

The 4 envelopes

Tap an envelope: when you can take it, the tax, who opens it.

How to actually do it

Who to call, which form, who sends the money. This is not a fund ranking. Most fund sites are in Hebrew. An agent (סוכן) is not required — they are paid on commission.

Have these ready

ID card (תעודת זהות)
The 9-digit ID. Without it: no account, no Har HaKesef (הר הכסף).
Israeli mobile
For SMS codes. Often the same number as Interior Ministry.
The employer
Company name, HP number (ח.פ.), address — on the contract or the first payslip (תלוש).
Israeli bank account
Needed for a provident fund (קופת גמל) and money-market fund (קרן כספית). The pension is wired by the employer: you do not send that money yourself.

Join a pension fund

You choose. The employer executes. They cannot force their fund or their agent (סוכן).

  1. 1Compare on 5–10 years

Pensya-Net (פנסיה נט) (pension) and Gemel-Net (גמל נט) (provident fund (קופת גמל) / training fund (קרן השתלמות)): fees and returns. Not last year’s league table. Not personal advice.

  2. 2Open with the fund, not with the employer

The fund’s site, or an agent (סוכן) if you want one. Form: your details, the employer, pay, the investment track (מסלול). On a salaried pension fund (קרן פנסיה), often no medical questionnaire.

  3. 3Ask for Appendix V (נספח ו׳)

The notice “this person has an account here — deposit here”. Without it, payroll uses the default.

  4. 4Give it to payroll on day one

Email + PDF, keep a copy. The employer signs that they will deposit — they do not pick the product.

  5. 5Check the payslip (תלוש)

No prior Israeli fund: lines often empty for 6 months, then 18.5%. Still-active fund here: from day one (transfer often at month 3, backdated).

Get the training fund (קרן השתלמות) opened

A salaried worker cannot open it alone. The employer must deposit in parallel. If it is not in the contract, it does not exist.

  1. 1Write it into the contract before you sign

The rate (often 2.5% / 7.5%), “on the full salary” if you negotiate it, the fund name if you already have one.

  2. 2Open the training fund (קרן השתלמות)

Same logic as the pension: direct or via an agent (סוכן). It is not the same account as the pension fund (קרן פנסיה), even with the same logo.

  3. 3Give the details to payroll

From month one if it is written. The six-month wait is the pension clock, not training fund (קרן השתלמות).

  4. 4Self-employed

Then yes, you open a “self-employed (עוסק)” fund yourself. An old “employee” fund cannot take those deposits.

Open an investment provident fund (קופת גמל להשקעה)

Nobody else does this for you. No employer, no 7.5%. Ceiling 83,641 ₪ per person per year (2026), across all investment provident fund (קופת גמל להשקעה) accounts.

  1. 1Pick a manager

The fund’s site or the bank counter. Compare fees and investment track (מסלול) on Gemel-Net (גמל נט). You can open more than one: the ceiling is shared.

  2. 2Identify yourself

ID card (תעודת זהות), often an SMS code. You can open one for a child: one ceiling per person, any age.

  3. 3Pick the investment track (מסלול) and the transfer

Lump sum or a standing order from the account. No tax break on the way in.

  4. 4To withdraw

Ask the fund. Usually within 4 business days. Tax on gains (up to 25% of the real gain), unless converted to an annuity from 60.

Buy a money-market fund (קרן כספית)

This is not an enrollment. It is a money-market fund: cash parking.

  1. 1A securities account at the bank

Most banks: securities account (חשבון ניירות ערך), often the same day in the app, under השקעות.

  2. 2Buy the fund

Search “money-market fund (קרן כספית)” / קרן כספית. Check whether it is non-indexed shekel (often 15%) or CPI- / FX-linked (often 25%).

  3. 3Sell when you need it

In practice one or two business days. Not a pension, not training fund (קרן השתלמות).

Find an account or switch funds

Switching is not withdrawing. A transfer is not a tax event. A withdrawal is.

  1. 1Har HaKesef (הר הכסף)

harkesef.mof.gov.il — with the ID card (תעודת זהות). Lists pension, training fund (קרן השתלמות), provident fund (קופת גמל) in your name, including at an old manager.

  2. 2Transfer

Request it at the receiving fund. They pull the money through the clearing house (מסלקה). The training fund (קרן השתלמות) keeps seniority if you do not withdraw.

  3. 3Change investment track (מסלול)

In the member area, often a few clicks. Lighter than changing manager.

Self-employed: deposit yourself

No payroll to handle it. Deposit by 31 December for the tax year.

  1. 1Open a “self-employed (עוסק)” fund

Mandatory pension (brackets later on this page). The training fund (קרן השתלמות) is optional, on a separate fund from an old employee one.

  2. 2Wire from the account

Member area or a transfer. The accountant can time it with the filing — 31/12 is on you.

We can sit with you and do it
Picking a fund and an investment track (מסלול)

“Where to invest in Israel” on a salary mostly means: which fund, which investment track (מסלול), at what fees — not which stock to buy. You choose. The employer executes.

The tracks, in plain words

The investment track (מסלול) is the real lever once the wrapper is chosen. This is not a ranking.

Mixed (כללי)

Mixed. Often the default if you say nothing.

Equity (מניות)

More stocks. A long-horizon logic (pension).

Bonds (אג"ח)

More debt. Short horizon, or near retirement.

By age (גיל)

Pension funds often offer a track that shifts toward bonds on its own as you age.

Index (S&P 500, etc.)

Tracks exist. That is an exposure, not “the best”. Past ≠ future.

Money-market fund (קרן כספית)

Not an equity track. It is cash. Do not mix it with the pension.

Six years is not thirty

Same fund, same logo, two clocks. The training fund (קרן השתלמות) you may want for a down payment in six years does not share an investment track (מסלול) with a pension until retirement age (67 for men; women’s age is not the same, and it is still moving).

In what order

First Israeli job. The training fund (קרן השתלמות) does not appear by itself: it is in the contract, or it does not exist. The pension is mandatory — but without a still-active fund here, it waits 6 months.

  1. 1Read the contract before you sign

Pension: mandatory. The training fund (קרן השתלמות): negotiate it, unless a sector order already covers you. If it is not written, it is not paid.

  2. 2Pick your pension fund

Compare on Pensya-Net (פנסיה נט). Join directly with the fund (or via an agent (סוכן)). Ask for Appendix V (נספח ו׳) and give it to payroll. Without it, the employer deposits into their default.

  3. 3Check the payslip at month 3 or 6

No still-active Israeli fund (a 401(k), IRA or PER does not count): nothing for 6 months, not caught up, then 18.5%. Still-active fund here: from day one; the first transfer is often at month 3, backdated.

  4. 4Hunt leftover accounts

Har HaKesef (הר הכסף) lists pension, training fund (קרן השתלמות) and provident fund (קופת גמל) in your name. An Oleh who changes jobs twice often leaves an orphan fund.

Mandatory pension

Under the expansion order, every employee (men from 21, women from 20) is entitled to pension insurance. From the January 2017 salary, the total is 18.5% of determining pay: 6% from you, 6.5% employer (contributions (תגמולים)) and 6% employer (severance (פיצויים)). You cannot waive it.

The 18.5% pension split

From the January 2017 salary, on determining pay.

  • 6% · YouContributions (תגמולים) (your slice)
  • 6.5% · EmployerContributions (תגמולים)
  • 6% · EmployerSeverance (פיצויים)

2026 example — 12,000 ₪ gross / month

Below the average wage (13,769 ₪), so on the full determining salary. The training fund (קרן השתלמות) 2.5% / 7.5%, inside the tax ceiling.

Pension 18.5%
2,220 ₪: 720 from you, 780 + 720 from the employer
training fund (קרן השתלמות) 10%
1,200 ₪: 300 from you, 900 from the employer
At 20,000 ₪
The employer may cap the pension at the average wage, unless the contract says “on the full salary”. Above 15,712 ₪ a month, the training fund (קרן השתלמות) tax break stops.

Training fund (קרן השתלמות)

This is the envelope Olim hear about most — and mix up most. It is not a pension. It is not mandatory for most employees. It is a six-year savings pot with a tax break almost no other Israeli product still offers at mid-horizon.

The six years of training fund (קרן השתלמות)

  1. 0

    First deposit

Seniority starts at the end of that month. The money is yours even if you leave the job.

  2. 3 years

    Study or retirement age

Tax-free withdrawal only for study / training fund (קרן השתלמות), or if you have reached retirement age.

  3. 6 years

    Open

Any purpose, tax-free inside the ceiling. Earlier: the fund may withhold 47%.

Provident fund (קופת גמל) — two products, one name

“Provident fund (קופת גמל)” on a payslip is not always “investment provident fund (קופת גמל להשקעה)” at the bank. One is a retirement vehicle. The other is a liquid savings wrapper with a yearly ceiling.

Money-market fund (קרן כספית) — cash, not a pension

A shekel money-market fund. Widely used once current-account yields stayed near zero. It is not a pension, not training fund (קרן השתלמות), not a provident fund (קופת גמל).

Investment provident fund (קופת גמל להשקעה) or money-market fund (קרן כספית)?

2026 ceiling

Investment provident fund (קופת גמל להשקעה) — 83,641 ₪ per person

Money-market fund (קרן כספית) — None

Timing

Investment provident fund (קופת גמל להשקעה) — Liquid, but meant to sit

Money-market fund (קרן כספית) — One or two business days

Tax

Investment provident fund (קופת גמל להשקעה) — Gains taxed, unless an annuity from 60

Money-market fund (קרן כספית) — Gains taxed (often 15% shekel)

Employer match

Investment provident fund (קופת גמל להשקעה) — No

Money-market fund (קרן כספית) — No

For

Investment provident fund (קופת גמל להשקעה) — Extra savings, maybe an annuity

Money-market fund (קרן כספית) — Reserve, deposit, cash while you wait

On the payslip

The payslip (תלוש) is the only place to see whether the money actually leaves. Not the contract, not an HR promise.

Changing employer

An Oleh who stacks two contracts often leaves an orphan fund. The clock keeps running — if you do not withdraw.

Self-employed: two duties, one option

An exempt self-employed (עוסק פטור) or licensed self-employed (עוסק מורשה) has no employer to “handle the funds”. Three lines. Do not merge them.

Foreign pension and old-age pension (קצבת זקנה)

This page is about Israeli funds fed by a salary or a self-employed person (עוסק) here. The other stack — 401(k), IRA, PER, French pension, Social Security, State Pension — is a different page.
