This guide is for anyone — Oleh or resident — officially recognized by Bituah Leumi (National Insurance) as living with a disability, whether from birth, an accident, a chronic illness, or a progressive condition.

Two statuses to distinguish: a disability that is not yet officially recognized (you believe you qualify but have no card) and a recognized disability, with a Teudat Nechut (official disability card) in hand. Most rights below scale with the incapacity percentage set by the committee, not a binary status.

If your disability is not yet officially recognized, the first step is requesting an assessment from the Vaada Refuit (medical committee) at Bituah Leumi. It sets your incapacity percentage, the condition for every right that follows.

The claim is filed via a disability pension claim form (Tvia LeKitzvat Nechut), submitted at a Bituah Leumi branch or on btl.gov.il, together with a complete medical file (recent specialist letters, tests, ongoing treatments).

Once you hold a Teudat Nechut, Bituah Leumi pays a monthly pension based on your recognized work incapacity percentage — per the 2026 scale: roughly 2,760₪/month at 60%, 2,940₪ at 65%, 3,260₪ at 74%, and 4,711₪/month from 75% (including 100%). A spouse supplement brings the total to about 6,229₪/month for full incapacity with a dependent spouse.

These amounts are updated every January based on the average wage — check the current figure in your personal account on btl.gov.il.

Contrary to a common belief, there is no automatic 100% exemption for every Teudat Nechut holder. The general rule (Local Authorities Discounts Regulations) grants an 80% discount to recipients of a general disability pension with a work incapacity of 75% or more.

A 100% discount, capped at 100 sqm, exists in narrower cases: recipients of the income-guarantee benefit (Havtachat Hachnasa), or seniors combining an old-age pension, disability, and a means test. Each city applies the national regulation with its own forms: present your Teudat Nechut at your Iriya's Arnona counter to confirm the exact rate for your case.

Recipients of a disability pension (general, work-injury, or war) get a 50% discount on the monthly Rav-Kav pass — not free transport. It applies to urban and inter-city buses, trains, light rail, and the Haifa cable car, loaded onto the Rav-Kav card or transport app once your profile is approved.

The disability parking permit (Tav Nechim) is issued exclusively by the Ministry of Transport (not Bituah Leumi), based on a medical file. Several permit types exist depending on your profile (mobility, visual impairment...), issued temporarily (1 to 3 years) or permanently; allow up to 90 days for processing.

If your income (excluding the disability pension) is null or very low, the income guarantee benefit (Havtachat Hachnasa) can top it up. File at Bituah Leumi with proof of income; you can file an income-guarantee claim even while your disability pension claim is still pending.

For people with significant loss of autonomy (dependency in daily living activities), the Gimlat Sieud (long-term care benefit) exists independent of age. New Olim are eligible from day 8 after immigrating, subject to passing the Bituah Leumi dependency assessment.

The Equal Rights for Persons with Disabilities Law (Chok Shivyon Zchuyot, 1998) bars an employer from discriminating against a qualified candidate or employee because of disability, and requires reasonable accommodations (equipment, hours, training) as long as they don't impose an unreasonable burden on the business.

Employers can apply for government funding toward required accommodations. Disputes (discrimination, refusal to accommodate) can be raised with the Commission for Equal Rights of Persons with Disabilities (Netzivut Shivyon Zchuyot).

There is no universal expanded dental basket for every Teudat Nechut holder. Specific categories have dedicated dental rights — for example a psychiatric disability recognized above 40% (under the mental-health rehabilitation basket), or hostility-victim status. Verify your exact eligibility with Bituah Leumi or your Koupat Holim rather than assuming an automatic right.

A permanent disability recognized at 19% or more can unlock a significant Mas Rechisha (property purchase tax) reduction: roughly 0.5% instead of the standard scale, on the first value bracket of the property (~1,978,745₪ in 2026), with the remainder taxed normally. This benefit can be used twice in a lifetime, not necessarily for a single home.

This reduction requires prior eligibility approval (depending on the case, via Bituah Leumi or the Rehabilitation Division / Aguf HaShikum) — verify your exact situation before signing a purchase agreement, since the certificate is generally needed upfront.

The Teudat Nechut grants a 50% discount on the adult entry fee at national parks and nature reserves (Israel Nature and Parks Authority), including for a companion if mobility assistance is needed.

For a child recognized as 100% disabled, Bituah Leumi pays a disabled child allowance (Kitzvat Yeled Nachut) of about 3,820₪/month (2026 scale), with a supplement of up to 10,774₪/month for a ventilated child. The amount for a child recognized at a lower rate depends on the dependency level set by the pediatric medical committee.
