After Sal Klita, housing assistance may be granted depending on eligibility and household profile.

Pre-retiree: eligible if you reach Bituah Leumi retirement age within 7 months after Aliyah.

Free Ulpan: learning Hebrew

Every new Oleh is entitled to roughly 500 hours of free intensive Hebrew classes (Ulpan), funded by Misrad Haklita. It is one of the most valuable — and most under-used — rights of the first year.

Cash Grant

The Ulpan voucher

The voucher is issued by Misrad Haklita upon registration. It is generally valid for about 18 months from your Aliyah date — unused hours are usually lost after that.

Available formats

  • Classic UlpanIntensive day classes (often 5 mornings/week) — the historical format.
  • Evening / summer UlpanEvening or summer classes for Olim already working.
  • Online UlpanSome providers offer remote learning, useful in less-served areas.

Register early: spots fill up fast in big cities at the start of the school year (September/October). Misrad Haklita or your municipality can direct you to the nearest Ulpan.

International tax: Milchan Law & adaptation year

For 10 years, foreign-source income receives a favorable regime for Olim. Reporting and compliance still matter.

Tax Break
  • Adaptation year (Shnat Histaglut)You may elect not to be treated as an Israeli tax resident during year one to test integration. This must be planned with a tax advisor before income/asset decisions.
  • Nekoudot Zikhout (tax credit points)A new Oleh receives additional declining tax points over roughly 4.5 years (under current legal schedule), independently from foreign income.
Income & employment support (months 7-12)

After the first onboarding period, additional support schemes may apply depending on family and employment profile.

Cash Grant

Dmei Kiyum (subsistence support)

  • Registration and follow-up with employment services may be required to keep eligibility.
  • Keep proof of job search and all income documentation.
  • If Ulpan is extended, some support extensions may be possible depending on file status.
Professional retraining (Hachshara Miktzoit)

Misrad Haklita and the Ministry of Economy subsidize retraining or upskilling courses to help Olim return to qualified employment in Israel.

  • Subsidized coursesIT, accounting, technical trades: part or all of the fees may be covered depending on the program and your profile.
  • Degree recognitionFor regulated professions (medicine, law, engineering), equivalence via the relevant ministry is usually a prerequisite — expect several months.
  • Sherut Taasuka supportThe public employment service offers skills assessments and CV/interview workshops in Hebrew, sometimes with an interpreter for new Olim.

Available spots and budgets change every fiscal year — check early with Misrad Haklita or a Sherut Taasuka counselor for currently active programs.

Housing: renting (Arnona & rent aid)
Discount
  • Arnona (municipal tax)70% to 90% Arnona reduction (up to 100m²) for 12 months, usable within a 24-month window depending on local rules.

For Olim without property ownership, aid typically starts from month 7 (rates vary by family profile and location).

Single personMonth 7~ 250-400 ILS
CoupleMonth 7~ 350-550 ILS

Housing: buying (Mashkanta & programs)
Discount

Mortgage support (Mashkanta Zaka ut)

Depending on profile, preferential conditions may exist (subsidized component / reduced rate) for first-property purchase.

Municipal / Ministry of Housing programs

Some cities offer complementary programs (guidance, housing priority, local grants). Check your municipality and housing ministry channels.

Car & import

Purchase tax (Mas Rechisha) reduced from 83% to 50% on ONE vehicle, valid for 3 years from your Aliyah date — on a car with a ~₪120,000 taxable value, the saving on the tax alone is roughly ₪40,000. After 3 years, the standard rate applies automatically, with no extension possible. Trap to know: selling or transferring this car within 4 years of purchase requires repaying the tax benefit you received (unless you sell to another still-eligible Oleh, or pay the remaining tax early to lift the restriction).

Customs: importing personal belongings (Lift)

As a new Oleh, you're entitled to a customs exemption on personal effects and furniture shipped within 3 years of your Aliyah — the well-known 'Lift'.

  • What is coveredFurniture, appliances, used personal belongings already owned before Aliyah. New items or professional equipment follow different rules.
  • 3-year windowUp to three shipments within 3 years of the Aliyah date. Packing list, Form 130 and the six-year personal-use rule are in the lift guide.
  • Customs declarationPresent your Teoudat Oleh and a detailed packing list when the container arrives — a specialized Aliyah mover usually handles this process.

After the 3-year window, or for new/professional goods, standard import taxes may apply. Check each case with customs (Rashut Hamissim) before shipping.

Transport

Activate your Oleh Rav-Kav profile early to avoid full fares. Discount duration and level depend on active profile conditions.

Bituah Leumi social benefits
Cash Grant
  • Child allowances (Kitzva Yeladim)₪173 for the 1st child, ₪219 for each of the 2nd to 4th children, then ₪173 from the 5th onward — paid automatically by Bituah Leumi. Example: 4 children = ~₪830/month. Available to all Israeli residents — no time limit tied to aliyah.
  • Child savings account (Tigbolet Yeladim)Bituah Leumi automatically opens a savings account for every child under 18. The state deposits 58 ILS/month (doubled to 116 ILS if you add your own contribution from your child allowance). A 582 ILS bonus is added at age 18, and again at 21 if you have not withdrawn the savings.
  • Birth grant (Mnaat Leida)Amount depends on birth order: 2,103 ILS for the 1st child, 946 ILS for the 2nd, 631 ILS from the 3rd onward (10,514 ILS for twins). For a birth in Israel, payment is automatic within one month to the mother's bank account registered at the hospital — no application needed. A claim is only required for births abroad, adoption or surrogacy.
  • Maternity / paternity leave (Dmei Leida)15 weeks of salary reimbursed by Bituah Leumi for the mother (105 days), conditional on having paid contributions for 10 of the 14 months preceding the stop of work (or 15 of 22 months). Below that threshold (but at least 6 of 14 months), paid leave is reduced to 8 weeks. 7 days for the father if the mother transfers part of her leave.
  • Disabled child benefit: based on medical and administrative criteria — file with Bituah Leumi.
  • Dependency allowance (Givmoul) for newly arrived immigrants with severe dependency — subject to conditions.
  • Monthly check in your btl.gov.il online account to prevent payment blocks.
