Who has to pay?
Arnona is owed by the **actual occupant** of the home on January 1st or from the date you move in.
- Tenant: you are the one who pays.
- Owner: you pay if the property is empty.
Name change (Hahlafat Machzikim)
As soon as you sign the lease, you must contact the municipality to **transfer the Arnona account into your name**. Otherwise the owner remains liable, which can create disputes.

Discounts & Rights
Olim Hadashim
Up to 90% discount on the first 100 m² for 12 months (usable within 24 months after Aliyah).
Large families
Discounts based on the number of children under 18 in the household.

Empty apartment
One-time exemption for a limited period (usually once in the life of the property).
Warning: rate is voted by each municipality
The 90% maximum discount is not guaranteed everywhere.
- The actual discount rate is voted annually by your municipality.
- In Tel Aviv, expect around 50% average discount depending on your file and income.
- Some cities adjust the rate based on household income and family composition.
The Oleh discount can be used **only once** for 12 months. If you move during the year, you can transfer the remaining discount to your new address.
How to register with the municipality
Once you know your address or have signed your lease, you must declare occupancy with the Arnona office: opening or transferring the account (hahlafa) using your IDs and lease.
- Go to the Arnona / residents finance desk (hours are often listed on the site or via MyVisit).
- Bring your lease, Teoudat Zehout, Teoudat Oleh if relevant, and bank details (Horaat Keva or another payment method).
- Ask for the Oleh discount when you first file if you qualify (terms and rates are voted by each municipality).
